Should the head of the adjusting bolt on the alternator bracket sit flush?

Another dull question........I've noticed the head of the adjusting bolt on the alternator bracket is not sitting flush with the bracket (like the picture below stolen from IH8MUD). Is that correct, or have I managed to bugger-up the most simple of tasks? Sorry this is a bit niche and probably of limited interest!

I usually tighten it after tightening the mounting bolt, but I dont think it makes much difference. The bigger problem is usually that that adjusting bolt is often badly corroded and doesnt turn.
 
Be careful in how you tighten the adjusting bolt. Make sure the mounting bolt is loose first (on the pulley if equipped), then adjust the adjustment bolt. If you try to adjust the adjusting bolt with the mounting bolt tight…..you might snap the adjustment bolt. Been there done that. Are your belts tight? Any squealing?
