Aloha from Kona Hawaii.
2003 Land Cruiser owner with some tips.
200k miles.
Symptom: dead battery
The usual ohm meter and 71 fuse shenanigans. Ultimately isolated a 0.5 Amp draw in the Tilt and Telescopic circuit feeding steering column.
I've read other folks trials and tribulations with 100 series Til Tel.
Mine was slightly different as the motors didnt stop working, but instead, when it tilted to home position upon key removal it sneakily kept suckin power. The local Toyota dealer refused to touch it. I wanted them to disable Til Tel in Techstream and no help.
Anyway I had done the heavy lifting found the problem and decided to put the steering wheel in my driving position and with the vehicle running, pull the Til Tel fuse in the box in the passenger footwell. (American left hand drive.)
Problem solved for now. But both motors should be replaced as this is a known failure mode in 100 series. And shame on Toyota for schlock engineering and shame on Toyota dealers that won't fire up techstream for owners. Any one wishing to refile this under steering tilt motor category feel free.
