Fuel rail starting pressure!

Hey lads, new here and in a but if a pickle

Got a VDJ79 in with fuel pressure issue. Not getting to the desired starting pressure to be able to start off the key. Give it a tiny squirt with start assist and bang starts and runs fine.

It come to me after they serviced it and used the wrong fuel filter. They replaced the priming pump and also installed the correct filter. Still not starting, so now it's my problem hah. Iv used the scan tool to pick up then it wasn't getting any fuel rail pressure. Iv since followed all the Toyota processes and all pointed to the hi pressure pump, so replaced the pump and now getting rail pressure just not enough to trigger the ECM to signal the injectors ( getting 7-8000kpa when the target is 10000kpa)

Iv check all fuel hoses for leaks, clamped the return, removed and check prime pump and filter isn't sucking air and also replaced hose clips with clamps.

Ant ideas would be a huge help.
 
Could it be that the pressure sensor is at fault, not reporting the right pressure?
(Looks like your pressure reading is from the scan tool only, in which case you haven't verified the actual pressure, and the ECM could be as fooled as you are)
