Possibly an older TJM... but don't quote me; there's some similarities to my TJM bar on my 4Runner:
(just so that there is a picture of a Land Cruiser from me!)
The good news is that if it is a TJM bar then the replacement lights are available, and are not that expensive. I did both of mine when I picked up the bar from a local bloke.
One of the best things I've seen done on a 70 series bar was putting skateboard grip on the flat surfaces so that you can stand on them without sliding everywhere quite as quickly..
