Power Steering on PZJ-75

I was looking at the power steering on my LC pickup and found that on the PZ diesel the power steering pump is bolted to the block and engine driven.
I was wondering if the steering is Power Steering or just Power Assisted where the engine has to speed up to get the fluid moving sufficiently to have good steering while the vehicle is stationary.
The reason why I ask is.... today while performing a three point turn; the steering was very stiff until the engine rpms were increased.
 
on my hzj75, steering was very easy even with the engine on stationary.
is there enough fluid in the reservoir?
check page SR30 in the rm183e manual

Thank you for the suggestion...
The fluid level is a little elevated and dark.
I think I will try to drain and fill the system and reservoir to see if this helps.
 
Lowered the fluid level to the upper cold level when the engine was first started and rechecked after the steering had been cycled and warmed up. The fluid level is at the proper operating level.
Found that if the engine RPMs are increased slightly the steering is easier when stationary.
When I have more time I will drain the system and refill with new ATF.
Spent several hours driving around the town and the PZ 3.4L is a dream to drive and gets good fuel economy.
