1993 FJ80 cruiser high idle

my fj is in the shop im working on replacing the exhaust valves i believe one is stuck. i also have an issue with high idle when i start the engine. it h appends either cold or hot the idle stays reved up longer when engine is cold. anyone ever have this issue?
what other replacements should i do since top of engine is open ?

IIRC your model has an ide control solenoid, they foul up and stick, also vacuum lines with splits allow air to bypass control solenoid.
