egr vacumm solenoid

My 96 Land cruiser has a new EGR Valve, the egr solenoid keeps filling with water. engine light on code 0401 low flow. Can reset but will come on with 3rd to 5th turn of key. Been told that the intake coould be sweating a lot during winter. Would love to know why water keeps getting on solenoid. HELP.
