Total guess, is it some sort of idle up so if you're hauling on the steering at slow speeds the engine will get a bit of extra fuel? No idea about the pipes :)
 
Yes pipes go up to what looks like a double diaphragm vacuum servo on the fuel pump linkage. Telltale signs show that the pushrod has been moving in and out but does not reach the linkage if pushed all the way in. However there are also telltale signs on the linkage showing that at certain times they do meet in a direction that would speed the idle. A mystery is that one of the pipes t'eed of the vacuum circuit ends in mid air. It comes off before the pipes to the servo so I'm baffled that the vacuum here is maintained. I'll start another thread.
