Spare Wheel Bracket

What's the point of this Spare Wheel Bracket (picture 1)? Part no. 5191260030. What does it do? Should I have one on my spare wheel carrier? Currently I don't have one, and I plan to sandblast and repaint the carrier (picture 2).
Ebay calls Spare Wheel Bracket part "5190560030 Genuine Toyota STOPPER, SPARE WHEEL CARRIER AUXILIARY".

Also I'm wondering if it's safe to remove the spare wheel carrier (5190860151) from the backdoor by just opening the 4 bolts in the corners? I have no idea how they are attached to the door. Is it possible to break something when removing those bolts (picture 2)? What is the counter part inside the door?

My guess would be it's there to protect the panel behind from being damaged by the spare wheel once its mounted.

I imagine that there are captive nuts that the bolts go into. Highly unlikely you'll cause any damage by removing the bolts.

I was thinking it being a protective element as well. Maybe it can help to reduce collision when opening and closing the rear door too.
I'll just open the Spare Wheel Carrier bolts and give it fresh look in couple weeks I think. Thanks for giving your opinion, Sir!

Yes definitely, there probably will be a bit of flex in the bracket allowing the wheel to contact the door.

Worst case is they are not captive and you have to take the inside trim off, but I doubt that.

Its just a bump guard for when your mounting the wheel . Carrier on my 90 series just unbolts from the outside no need to remove the inner door trim .

Depending on the type of wheel cover fitted, and how you refit it once removed, its too easy to end up with the plastic door protector shown in the pic touching the paintwork which can rub through unseen causing corrosion to start, probably a more likely issue if larger than standard tyres are fitted.
Maybe this part ultimately helps with on road shaking of the spare wheel over bumps maybe also keeping the plastic protector away from the bodywork.

The door will fall off before the spare tyre rattles , get the fat lady to jump up and down on it while she sings and its the door hinges and lock that will take a beating .

When you lift the wheel on the bump stop allows you to hang the wheel and rest before lining up studs to fit correctly .
