All is good and well if you fit it along with a winch as it then becomes a "tool" rather than just an accessory.
Admittedly I have not yet fitted my winch but it is in the shed ready to go on as I am just waiting for wiring to arrive. That being said when I spoke to my insurance company I made it clear that I had a front bullbar with no winch and they where still very happy to insure me.
It also sailed through its MOT with no winch and have countless coppers drive past with not so much as a glance.
