Short answer is we cant use non-members, this is because we will be covered by the PLI of whichever organisation calls us out, and all stipulate training in a range of issues - which we cover in the induction session.
Resources arent really the issue though, we have almost 300 trained volunteers, but depth of water is, little happening now until depth decreases - went down a fraction today !
There were opportunities for people to just turn up, but that was mainly in the first two weeks, but there is a facebook group called floodvolunteers you can register with.
I have just had 3 very nice days in Bournemouth, and back to paid employment tomorrow.
