King Kong couldn't shift it with an 8 inch vice 2ft stilsons and a 3ft scaffold pole .

Have a cuppa and a smoke

Rooted out an old Square washer which was just slightly wider than the steering arm clamp split and gently tapped it into the slot , penetrating oil vanished in an instant and because it was sat next to the vice a 17mm spanner was all the leverage i needed

Wish i knew that 2 hours ago .

Good to know as I have a steering rod end to replace and was expecting a fight, looks like I'll go straight for your method 2 then!
Rebuild with loads of copper slip

And just when i thought i should start putting tools away I can't tighten the ball joint on the steering damper to steering arm , just spins the swivel and has no flat side or allen hole in the end of the bolt to hold it with ?

When I have had that problem, either put a jack under it to create some pressure or tap/heavy pressure while doing the nut up to try and create some friction.
Make sure the taper is clean of oil/grease

Felix will you marry me !

Squirt of brake cleaner and a wipe with paper towel and job done

Pretty sure the damper mine has some flats which you can get a slim spanner onto.
