Transmission hesitating to engage

My 1995 80 series automatic is hesitating to engage reverse and fwd gears and sometimes in second iqt revs before engaging.
I use the car in zimbabwe and mileage is now almost 290000miles
The transmission fluid was very low despite a so CALLED FULL SERVICE LAST YEAR but I’m sure no transmission fluid top up was done.i had to put in two litres atf but no signs of burnt fluid or dirt.there was some improvement when I added atf to the correct mark but it is hesitating more now…then jerks into gear after delaying
I’m wondering next steps in diagnosing the cause as I can’t see any leaks.
Any suggestions welcomed gratefully

There is a correct procedure for checking gearbox oil. First get the box up to running temp. Hot not just warmed up. You should then cycle between reverse and drive for a few seconds and only then will you get the correct oil level reading. Apologies if you are already aware of this.
 
If oil levels are correct second thing to check would be solenoid packs in the gearbox. Could also be a dodgy torque converter. Both would require some mechanical investigation. Oil is normally the culprit to be fair. Fairly robust boxes in these.
