1KZ-te engine

I have 120 Prado with 1kz-te engine manual transmission electronic fuel pump 22100-67100 with check engine light on so the car sound like a tractor. and after accelerating the Rpm drops what makes the engine jerky a bit but it never dies then it goes back to normal idle, sometimes it happens between shifting gears I scanned the error it throws P1220 I checked the timing control valve for voltage it outputs 12-14 also checked the valve resistance with OHM meter it settles at 11.1omhs also checked the spill control valve for clicking and it works fine
Does anyone have any idea that could help cuz I am out of ideas

Make sure there are no intake leaks as my 90 series had a similar problem because I never put the turbo pipe on tight and again sounded like a tractor.
