No movement in drive "D"

Looking into this issue with my cruiser 100 series | 2000 model | 280K on the clock | Automatic.

So there's a noticeable delay in engaging "D" under normal driving condition and sometime there’s no movement at all when coming to complete stop at signal. This happens only with the "D" gear. All other gears including low / 4L works perfectly fine.

Replaced the ATF fluid with OEM filter but no change. Car is drivable by engaging "2" and then switch back to "D" while on the drive.

This sounds like a classic example of too little fluid, typical of measuring the level without the engine running.
There are also valves that do get worn (or clogged) and sluggish over time, but at only 280 k km, it's a bit early. Could be hastened by pollutants. When you say it's a 2000, it could be with the faulty converter, where a disintegrating washer (or whatever it was) can spread in the fluid. You can find out by finding the right thread here in this forum and compare with your VIN or production date.
 
Alternatively check for binding brakes - I had this issue, calipers were seized up and once refurbished everything worked well and as expected. Oh and check the hand-brake too, those shoes can bind too.
